I came across these while checking licenses of files imported from weather.gov and its predecessor sites.
I think this file is out of scope as not educationally useful as defined by COM:DP
"Files that add nothing educationally distinct to the collection of images we already hold covering the same subject, especially if they are of poor or mediocre quality."
Maybe someone else can think of a use for it that I'm not seeing?

It's an unnecessary very low quality copy of File:Gemälde des Kaiser Joseph II von Hadsburg.jpg. Ecummenic (talk) 02:09, 18 September 2024 (UTC)
User:Adamant1 made a speedy deletion, with reason "CSD G2 (unused and implausible, or broken redirect)", but I think this would be loss of a lot of information. The links in the table refer to Commons categories and there is a photo gallery. So I do not see why this gallery page should be deleted. And there still is no policy for deleting these kind of gallery pages (other than having just one or none media files), see Commons talk:Galleries#How to handle Gallery pages with a wrong format? for the discussion..
